My 01 tj keeps trying to take off in 2nd gear. I just had the transmission rebuilt and the guy had to do it twice already...

Easy answer
Take it back so he can correct what ever is causing it
you paid good money to rebuild it so its his problem not yours give him a chance to fix it , if he can't he has to reimburse you for the repair or replace the transmission and any extra charges fall on him ,
remember the 3 strikes your out rule for any repair that fails .
