94 bumper issue

I have a new guy question:) I have a beat up 94 wrangler I found in a barn and I'm tearing it down to paint. There were no bumpers in it when I got it but the rear inner bumper/frame piece is damaged. I took all the bolts out then discovered it is welded to the frame and there are rubber body mounts attached. I need to get it off and replace it due to the bolts being torn out, but how do I get it off? Can I get a new piece? Will the body move if I take this piece out? I'm trying to attach a pic and thanks for any help you can give.

If your going to do this with the tub bolted to the frame, i suggest that you weld a brace across the frame close to the rear cross member that's bent. Then cut off the bent cross member and replace it with a c-channel steel and weld it in place of that bent one. If the body has no impacts that will cause it to move after removing the body mount then you shouldn't have to worry about it. I would suggest that you place a wedge inbetween the body and frame while you work on the rear crossmember though.
 
If you are doing this just because the bolts are torn out make it easy on yourself. Just bang that piece back into shape a weld on a layer of 3/16 steel then redrill the holes and tap em.
