Dash lights work sometimes

Hey guys just got a new "old" '95 YJ 2.5 5spd...
the dash lights only work sometimes. Sometimes the speedo light works, sometimes the rpm light works, etc...
Seems they were working best when it was raining?!
Does this sound like a ground issue??

Either a grounding issue or a connection issue behind the dashboard.
