This could go one way or the other. It could be a fuel sending unit that's hung up or sticking if it's not the gauge that's at fault or it could be an issue with the pickup tube in the tank. The easiest test i know to do is to find the fuel sending unit wire going to the fuel tank and disconnect it from the sending unit. See if the gauge drops to empty, then ground it to the body momentarily and see if it goes to full sweep. If that checks out okay, stick a wire in the tank all the way down to the bottom and see if there is in fact fuel in the tank and determine if it's close to what the gauge is reading. If the fuel in the tank is lower than half and the gauge is still reading half a tank of fuel, it's likely that the fuel sending unit is at fault.
