How's this XJ sound?

OK, I found an '89 XJ I'm looking at and I was wanting to run it past you guys to see what you thought about the upgrades on it....
It's and automatic "4speed" with the 4.0 6 cylinder that's been rebuilt with about 40,000 miles on the rebuild.Seems to run really good & it drives good.
Here's the specs on it=
NP242 Transfer Case
Dana 35 rear end / Dana 30 front end w/3.73 Gears
Simpson 5 point harness on drivers seat
Rough Country 4.5" full leaf spring packs in rear
Daystar 1" extended greaseable shackles
Daystar 1.75" Poly Spacers in front
Rough Country long travel shocks
front extended loxer control arms w/poly bushings "not sure on brand"
poly bushings in leaf spring packs
Mickey Thompson Baja Claw tires 33x12.50r15"
15"x8" Rockcrawler Extreme Steel Series 152 Black Streetlock wheels "simulated beadlocks"
Bushwacker Cut-Out fender flares over trimmed fenders & quarter panels "looks factory & dang good"
1" transfer case drop
extended front sway bar extensions

Truck is solid, no rust or major dents, few small dings but nothing big...
interior is decent, needs a headliner though and the passenger side front door needs a new power window motor in it. It does have all the buttons and everything else works in it other than that one window motor is bad. The wheels and tires are almost brand new with no wear at all and all the suspension parts are only a couple months old.
What do you guys think it's worth? I can buy it for about $3500 or so I think.....That a decent buy? I'll try to attach some pics of it if they work.
 
Personally, I'd rather buy a stock one that has been well maintained then build it.

issues I see:

It needs a slip yoke eliminator kit and a CV rear driveshaft. A 1" TC drop isn't enough to correct the driveline angles at that height.

Do you need inspections where you are? has it been or will it pass?

6.25" of lift is too much for short arms.

and like mentioned above, mileage? If the first one was abused, and there's 40K on the new one was it treated the same?
 
It's got about 140,000 showing on it, and like I said about 40,000 on the rebuild.
Here in KY we dont need vehicle insepctions, all kinds of junk running the roads around here...But I'm gonna be moving to Colorado "Denver area" soon and I'm not sure out there if you have to have an inspection or not.
He said it had extended lower control arms on the front, I'm not 100% sure about that. I drove it the other day about a mile maybe, seemed to drive really well and it doesnt ride that rough to be lifted as much as it is. It tracked really well when driving it too and the engine seemed to run out well but like I said I didnt drive it that much. The current owner said he hasnt even had it offroad since he finished it, he's in the Army and said he hasnt had time to go out with it any. Him and his dad built it, his dad runs an Offroad Shop in Indiana and according to his son he builds tons of lifted 4x4's all the time and messes with alot of Jeeps.
I havent made a rock solid deal on it yet, I still need to sell my Chevy Z71 before I buy anything else...I'm still keeping my eye open for other rides too so we'll see.
 

sounds promising, I'd suggest taking it for a longer test ride (esp on the highway) to make sure it doesn't do anything horrible... and check it over really well for rust...
