not so shifty jeep

I have a WJ 1999 GC Lorado that when it gets cold outside, it will not shift into 3rd gear until it warms up. Once it shifts a few times or the temperature outside is above 50 degrees, it shifts fine. I have a trouble code of 1683, speed control relay, but I don't see what that would have to do with this, and I have no idea where that relay is located. Please help!!!
