Odd Electrical Issue

2k TJ 2.5, and the other day I was driving and lost the blinkers, radio, and wipers. Hoping it was a fuse, I checked them all and they seem fine. What is odd is when I pulled the wiper fuse, there was something I went to check and when I turned the key on, the blinkers and radio worked just fine. I put the fuse (25a) back in the wiper spot, and they stop working. The fuse is not shot and I wouldn't think that fuse would be connected to them, but sure enough, each time that fuse is out, the rest of it works like a charm.

Any ideas?

Yea
With the fuse out the circuit is supplying a ground path. With it in there is 12v so current can't go anywhere. Check connections and grounds.
