speedo not working, but tach is???

I recently purchased a 92 wrangler yj that had a swap from a 4cyl. to a 6cyl. the speedo doesnt work but the tach does. I replaced the vehicle speed sensor and put a new cluster in and it still is not working. It is not cable driven so I dont know my next step. Can anyone help??
 

There is a plastic speedo gear in the t-case, rear cone area. It has to be clocked just right or it won't work.
 
The function of the little gear is calibration.
So, it comes in many sizes (which are cleverly color coded).... Consequently .... As stated above...if it isn't clocked correctly it won't engage and therefore provides no info.
They are marked to help you clock them...

If your tire size is different than stock... Or your gear ratio has changed or both... You may need to change the speedo gear anyway to ensure that once the speedo does work.. It will be accurate.
