starting issue

It's been raining in az a lot lately and I was driving home last night and came across a shallow puddle I slowed down and crossed it. Well turns out it was a deep puddle and the jeep hydroplaned. It spun then came to a stop but now it is running like crap. It won't start on 1st crank and when it does turn over it doesn't sound like its running on all four and rpms were low. I have a 97 tj 2.5 with 95k miles 5 speed
 

Remove, inspect and dry your distributor and rotor. If there is significant moisture inside replace. Check to see if your air cleaner got wet. Check your wires and coil are not shorting or spark plug wells not drowned in water.
 
I took the cap off and the rotor is missing the metal piece the connects the center of the cap to the rotor
 
that'll make it run bad. no moisture in there either though, right? moisture will end any chance of good firing you have even if you ahve the metal contact in place

No no moisture. I don't know how the rotor was damaged but it happened still has me puzzled
