That's the oil filter nipple. It should unscrew by turning that hex. Sometimes they even come off when you take the filter off during an oil change. You may need to find a used one at a wrecking yard or fix your threads with a swiss file (if that's what's wrong with it). With some care you can probably dress the threads back to useable condition. Carefully clean up all filings. Best of luck - John
That second part looks like the roll over protection valve. The thoery was that if the Jeep rolled it would help stop gas from spilling. Did you find it up under the rear fender by the fuel filler? -John

Yup that's where it is but i determined that it is some sort of filter for the return fuel because it was connected to the return line. However, you may not be wrong thats just what it was connected to, and the fuel flows through just fine.
