Whirring noise

Hey everyone, just got myself my first wrangler, it's a 98 Sahara edition, it's only got 67k miles. I'm super stoked with it. Anyways, it's a clean jeep. The only thing is that it's making a whirring noise from somewhere behind the dashboard, probably under the hood of the truck. Sounds like it could be a belt, but I'm not sure. It's not too loud, I can only hear it when driving less than 25 and the radio is off. Any ideas on how to check what may be causing the noise and if it is serious or not?

LOL this reminds me of one work day at Autozone when we had a customer call saying his car was making a whirling sound, I asked what it sounds like and he stuck the cell phone out the moving cars window so I could listen to the sound....
locating a whirling sound is hard over the computer as well, the best recommendation would be buy a cheap set of pointed stethoscopes, and trying to locate it that way, or remove your serpentine belt and hand turn each pulley, power steering, alternator, and such paying particular attention to the belt tensioner and its pulley. Also some shops will help diagnose this for free if you have a good rapport with your local shop.

Less than 25 mph, So sitting still in neutral, reving the engine at differerent rpms can you hear the noise? (engine related). Take a cruise, exceed the mph, throw it into neutral, hear the noise? (Rear dif/rear wheel bearings/trans case) . Could also be front wheel bearings. Guessing your not in 4 wheel high or low.
