I own an REP8000 and it seems like a nice winch to me. got it used, its pretty beat up but its still kickin'.
I think more important than brand, is what you are looking for.
series wound vs. permanent magnet motors.
line speed
load rating, etc.
If you take equivalent models and compare them, Warn tends to have a higher no-load speed. (sometimes much higher, its their little "claim to fame"). And people seem to think warn has better customer service, I have no personal experience either way in that respect.
Having said that, I wouldn't be afraid to buy a Ramsey brand new, and I'm not sure that I'd want the high line speed that people seem to like with warn.
Saying one is "better" than another is a bit subjective, IMO, I consider most electric winches to be basically on the same page.
